CHARLES STEVENS COLLECTION
INTRODUCTION
The Charles Stevens Collection was accessioned into the Flesh Public Library Archives and Special Collections on March 20, 1987 and April 18, 1987. Charles Stevens served as Piqua Second Ward Commissioner and mayor. The collection fills seventeen Hollinger boxes and four hundred and thirty-two file folders. The collection covers the years from 1979-1987. There are no restrictions on the use of this collection and the literary copyright has been deeded to the public.
SCOPE AND CONTENTS
The Charles Stevens Collection is divided into eight series: City Commission Meetings; Code of Ordinances; City Finances; City Department Reports; City Boards and Commissions; Community Development Block Grant, Miscellaneous and Inspection Tour and Reports concerning District Heating Systems in Sweden.
SERIES I: CITY COMMISSION MEETINGS:
Covers regular and special meetings held from July 16, 1979 to December 21, 1987. The collection is missing material from September 18, 1980 until September 21, 1981. A Few of the meeting files contain only an agenda. The series contains minutes, agendas, ordinances, resolutions and various reports pertaining to current city matters.
SERIES II: CODE OF ORDINANCES:
Contains the City Charter; Code of Ordinances covering general provisions, administration, public utilities, traffic code, general regulations, business regulations, misdemeanors, land usage, tables, index and parallel references.
SERIES III: CITY FINANCER:
Contains eighteen city financial statements from August, 1981 until November, 1987; proposed and detailed budget sheets for 1982, 1983, and 1987; general fund status reports for September, 1981 and 1982, as well as general fund projections for 1983 through 1987; wage surveys of 1983 and 1984 and year ending financial statements examinations for December 31, 1984 and 1986.
SERIES IV: CITY DEPARTMENT REPORTS:
Contains monthly reports dated July, 1979 through November, 1987, with the exception of September, 1980 until July, 1981. These reports cover building permits, fire department, Piqua Health Department, Miami County Humane Society, one-mill levy Memorial Hospital Fund, park department, wastewater department, traffic department and water department. This series also contains reports covering past due utility accounts, distribution summary and refunding analysis for city electric and water systems revenue bonds, annual reports of engineering, street, park, fire and police departments, fire and police labor contracts and Ohio Municipal League relations 1982, 1983, and 1985. Also contained are reports regarding suits concerning Tom Scott, Jr., Clarence Jordan et. al., Craig Obenchain and Orr Felt Company. An outline of the Piqua Industrial Plan, Piqua East Mall and zoning map of Piqua are also in this series.

Contains Human Services Directories for 1984 and 1987, appointments to boards and committees from 1980 to 1986; Twenty Minutes of the Piqua Energy Board Meetings from June 8, 1981 until November 23, 1987; Piqua Civil Service Commission 1982 to 1983; Citizens Financial Advisory Committee Meetings August, 1980 until February, 1981; Park Board Meetings 1980 until 1984; Golf Board Meetings 1982 until 1984; Piqua Improvement corp. SERIES VI: COMMUNITY DEVELOPMENT BLOCK GRANT:
Contains the program, task force meetings, economic development, final statement and summary.

Contains requests to the Ohio Department of Liquor Control; Ohioponics operation; The Val Decker company; Piqua heritage Festival notes; Correspondence 1981 until 1987; Election Advertising; miscellaneous newspaper clippings and copies of various publications.
SERIES VIII: INSPECTION TOUR AND REPORTS CONCERNING DISTRICT HEATING SYSTEMS IN SWEDEN – APRIL 6-25, 1980:
Covers this trip of city officials on their inspection of plants in various cities of Sweden who use the District Heating and Cooling System.
HISTORY
Charles Stevens, born 1932, was appointed to the Piqua City Commission in July of 1979, filling the unexpired term of Charles Tyler. He was elected for a full term as a Commissioner in the fall of 1979. In November 1983, Stevens ran for and was elected Mayor. He left office after completing his term in January of 1988.
Charles Stevens is an Air Force Veteran, serving as a Russian interpreter and language specialist during the Korean War. He worked over fifteen years in radio and television, coming to Piqua in 1963 to work at radio station WPTW. He is currently (1988) employed at Hobart Corporation in Vandalia, Ohio. Stevens and his wife Ann reside at 312 South Main Street, Piqua, Ohio.
