PIQUA ASSOCIATED CHARITIES COLLECTION
INTRODUCTION
The Piqua Associated Charities Collection was accessioned into the archives of the Piqua Public Library in July 2018 as the result of a donation from the Piqua Board of Education. The collection is housed in a single Gaylord 121510 box containing thirty-eight files. The copyright to these materials has been transferred to the Piqua Public Library and there are no known restrictions on their use by patrons of the Library or researchers. The documents in this collection cover the period from 1893 to 1988. The collection was processed by Gary D. Meek in July 2018.
SCOPE AND CONTENT
The collection is divided into the following three series:

HISTORY
On a bitterly cold morning in January 1883 a six year old girl appeared on the steps of East School [403 Spring Street] clad only in a calico dress and a pair of shoes. The school custodian who lived in the rear of the school found her, took her in and warmed and fed her. Clothing was brought into the school for her, so much that she could not use it all, so the excess was distributed to other needy children. Realizing the need, the ladies of St. James Episcopal Church began to supply clothing to the needy children of East School. Other ladies groups from other churches became involved.
On October 6, 1893, a group of ladies representing most of the churches in Piqua came together and organized the Associated Charities with the “object to supply all needy school children with clothing, as far as in their power to do so.” Officers were elected and weekly meetings were held along with an annual dinner meeting. A controversy developed in 1899-1900 over helping other than school children with the group being of divided opinion. The issue was finally resolved by strictly enforcing the policy laid down in the constitution of the organization, to help only school children.
The ladies continued to operate the organization with donations from churches and individuals until the last half of 1910 when men took over the trusteeships of the organization. Two ladies remained on the board of trustees. It was their job to determine what children were needy and bring that information back to the entire board. Once approval was granted, the ladies were in charge of securing and distributing the needed clothes and shoes.
Another crisis developed in 1956 when a motion was made to obtain a court order to disband the charities and give the money ($7200 at the time) to Piqua Memorial Hospital for the relief of indigent patients. The court order was never obtained and committee was reconstituted on March 3, 1958 with Wilbur Horner (supt. of schools) as president and Kenneth Moore as treasurer. Associated Charities continued until the end of 1987 when Kenneth Moore retired as Vice President of Citizens Heritage National Bank and President of Associated Charities. Dr. Mitchell Pedroff assumed the presidency of the Charities and Mrs. Victoria Couchois became the treasurer and the funds were transferred to the trust accounts of the Piqua Board of Education. The total assets of the Associated Charities at the time of the transfer were $15,008.66 with $92.88 of that to be distributed. The fund is still active in the accounts of the Piqua City School District (as of 8/1/2018) and is commonly called “the shoe fund.” The main object of the fund is to “assist needy school children.”

NOTE: In 1987, Kenneth Moore retired as Vice President of Citizens Heritage Bank and as President of Piqua Associated Charities. Dr. Mitchell Pedroff, Asst. Supt. Piqua City Schools, became the president and Mrs. Victoria Couchois, Clerk Treasurer of the Piqua City Schools, became the treasurer of the Charities. It was decided to transfer all funds of Piqua Associated Charities to the Piqua Board of Education Trust Funds to assist needy school children.

32 February 12, 1951 letter to Mr. Kenneth Moore, Deputy Auditor [Miami County],
from the Piqua Board of Education. The letter is a response to a February 8th request for information concerning the construction cost of Favorite Hill School and the addition to Piqua High School
33 August 24, 1956 letter to [Miami] County Auditor’s Office, Attn: Mr. Kenneth
Moore. The letter is from the Piqua Board of Education and lists the construction costs of the new Staunton Street School and Nicklin Avenue School, as well as the construction costs of additions and improvements to Favorite Hill School, Piqua High School, Bennett Junior High School, Wilder Junior High School and Roosevelt Field House.
34 February 21, 1949 letter from Herbert S. Duffy, Attorney General State of Ohio, to
Mr. C. M. Sims, Superintendent of Schools, Piqua Public Schools. Enclosed in the letter is a copy of Informal Opinion No. 460 concerning the difference between “repair” and “maintenance” as used in Section 17-3, General Code of the State of Ohio.
35 August 23, 1949 letter to Supt. C. M. Sims from American Legion, Schnell-Westfall
Post, No. 194, Piqua, Ohio. The letter asks for the creation of the Ernest Johns American Legion Memorial Award and lists the criteria for the award.
36 July 19, 1948 letter from August S. Clouse, treasurer of Associated Charities, Piqua,
Ohio, to Rev. Paul J. Gehm, president of Piqua Board of Education. In the letter Associated Charities stated that the Charity can no longer fund the part payment for milk for school children and so the program will stop.
37 October 28, 1913 article in the Piqua Daily Call written by Emma H. Fordyce, Field
Secretary, Piqua Associated Charities. The article relates the history of Piqua Associated Charities from January 1883 to October 1913. The original article in part is pasted on cardboard. The full articles is copied and placed in this folder.
38 A history of Piqua Associated Charities from January 1883 to January 1988 when the
board of education assumed control of the funds. The history was written by Dr. Mitchell Pedroff, Assistant Superintendent, Piqua City Schools.
