LUCY LAUG – CITY COMMISSION CLERK AND CITY MANAGER SECRETARY RECORDS COLLECTION

 

INTRODUCTION

 

The Lucy Laug – City Commission Clerk and City Manager Secretary Records Collection was accessioned into the Piqua Public Library Archives and Special Collections as a part of a larger two part donation of the Laug, Meinders, Comer Family Collection in December 2011 and January 2012.

 

Lucy Dee Laug began working in the Piqua City Manager’s Office as a Secretary in c. 1963.  She became the Clerk of the Piqua City Commission in November 1977 and retired from this position and from city employment in July 1989. 

 

The collection is housed in a single box containing 37 files.  The ownership of these documents has been transferred to the Piqua Public Library and all documents relating directly or indirectly to the City of Piqua, Ohio are a matter of public record and open to the public upon request.  There are no restrictions on the use of these documents.  The processing of this collection was completed by Gary D. Meek, Local History Coordinator in April 2016.

 

SCOPE AND CONTENT

 

The Lucy Laug – City Commission Clerk and City Manager Secretary Records Collection is housed in a single Gaylord 1215 box and is divided into the following four series:

          11      Resolution No. C-5944 passed July 19, 1976 – created “The Mayor Jack D. Wilson Centennial Fund of the City of Piqua, Ohio” and is to be identified on future financial statements as “Mayors Centennial Fund.”  This fund began with the acceptance by this resolution of a $100.00 donation from Mayor Jack Wilson to be divided in $25.00 amounts and invested in the following four financial institutions:  Border City Savings and Loan Association; Miami Citizens National Bank & Trust Co.; Piqua National Bank and Trust Co.; Third Savings & Loan Company.

          12      Piqua-Caldwell Historic District Description – a working document with notations for corrections

          13      Piqua Nuclear Power Facility History

          14      Piqua, Ohio District Heating / Cogeneration Project Dedication – the project to use steam from the Municipal Power Plant to heat businesses, schools and other facilities in the city.

          15      The Charter of the City of Piqua, Ohio – pre 1976 – Charter in which the Mayor is elected by the City Commission from one of its members.

          16      The Charter of the City of Piqua, Ohio – the Charter, which was adopted in 1976 and went into effect in 1977, provided for the election of the Mayor by popular vote [the candidate also had to be elected to the city commission to serve as mayor].

          19      Piqua Street Map – c. 1980 – the map shows individual lots but no lot numbers or addresses.

          20      City of Piqua Lot Record – c. 1975 – this set of maps divides the city into nine sections (A – I) – in each section the lot number and lot dimensions are shown.  There are ten maps in the set, map one is of the entire city and is an index map showing the nine sections.  The following nine maps are one for each section.

          21      1888 three dimensional map of Piqua, Ohio showing houses, manufacturers, public buildings, schools, churches and newspapers.  All except the houses are identified in a list on the bottom of the map.

          22      A set of twelve maps and drawings focusing on locations of present and former railroads in the City of Piqua.  The maps in this set are c. 1970.

          23      City of Piqua, Ohio, Annexation Map – showing the areas annexed to the city in the years between 1951 and 1988.

          24      Miami and Erie Canal Map showing the route and locks by number between Cincinnati and Toledo.  The second drawing on the map shows the elevation of the canal between Cincinnati and Toledo.

          25      Proposed Miami-Shelby Reservoir Site – The Miami Conservancy District Preliminary Layout.  The proposed reservoir involved the construction of a dam at the confluence of the Great Miami River and Loramie Creek just north of the Piqua Historical Area (Johnston’s Farm and Indian Agency).  The proposed reservoir would have impounded Loramie Creek as far up as Fort Loramie; Turtle Creek as far up as Hardin Station and the Great Miami River as far up as the southern edge of Sidney.  Part of the Village of Lockington would have been submerged under this proposal including Miami and Erie Canal locks 6 and 7 and possible others.

SERIES III: Lucy Laug Commendations

          29      Piqua Daily Call Profile article of Lucy Laug printed in the May 18, 1988 edition.

          30      A framed copy of Resolution No. C-8943 commending “The Public Service of Lucy D. Laug as Clerk of the Piqua City Commission.”  The resolution is signed by William J. Cruse, Mayor and was passed on July 17, 1989.  Lucy Laug also signed her own resolution in her capacity as Clerk of Commission – Lucy retired from the city at the end of July 1989.  There are two other copies of the resolution with a note attached on a stenographer’s page in large print.  The note was probably Lucy’s spoken response to the commission when she received the framed proclamation.
